using :target

apparently you can use the css :target pseudo class to implement tabbed functionality, which may be a less hackier way to do that than with :checked which we currently use. this works well, but we will have to find a way for a tab to be targeted on page load, so that one is visible.

new index/news page

using similar functionality as the tabs in the system page, it should be possible to make a news page disappear and reappear like so: (look ma! no javascript!) the ultimate problem is about the icons. the scroll box covers the icons and makes it so that if you appearify the scroll box, you cant access the icons. we need to make it so the icons are moved out of the way... but how?
